
Environmental Compliance Monitoring
Since 1998, Applied Marine Sciences, Inc (AMS) has
been providing on-site third-party independent environmental mitigation
and permit compliance monitoring services for the California State
Lands Commission(CSLC), California Coastal Commission (CCC) and
a host of other Federal, State and local government agencies for
the implementation of major offshore and onshore industrial projects.
These projects have included the installation of 17 transoceanic
fiber optics at seven different locations along the west coast of
the United States and the abandonment of a major California marine
oil terminal.
For these projects AMS personnel and contracted specialists
act as agents for the government agencies and ensure daily compliance
with all environmental mitigation requirements placed upon the project
during the environmental assessment phase of the project, as well
as individual permit requirements placed upon the project by federal,
state and local agencies. AMS personnel keep the government agency
personnel regularly appraised of projects progress and compliance
as well as guide the applicant and its contractors in their effective
compliance with project environmental requirements. Project personnel
need to understand not only the environmental compliance requirement
but the intent of the requirement or the regulation which is the
basis of the requirement in order to effectively advise the state.
These projects, because of their complexity and scope,
often require the subcontracting of numerous individuals and specialized
disciplines, such as archeologists, noise monitoring engineers,
and native American observers. Project requirements and schedules
require extreme flexibility, careful and efficient communication
and logistics coordination.

Compliance Monitoring of the Chevron Estero Bay Marine Terminal
Abandonment, Morro Bay, CA
AMS was selected by Chevron Pipeline Company, the California State
Lands Commission and the California Coastal Commission to provide
third-party environmental mitigation and permit compliance monitoring
for the partial abandonment of the Chevron Estero Bay Marine Terminal
effort.
Global West Fiber Optic Cable Project
AMS provided environmental mitigation and permit compliance monitoring
support for responsible federal and state agencies, including the
California Coastal Commission and California State Lands Commission
for the onshore to offshore horizontal directional boring portion
of this seven cable fiber optic cable installation project.
Mitigation Monitoring for the Pacific
Crossing and Pan American Crossing Fiber Optic Cable System
AMS provided onshore and offshore mitigation monitoring support
for responsible state, federal and local agencies for this three
cable fiber optic cable laying project in Grover Beach, California.
Mitigation Monitoring for the AT&T-Japan
Fiber Optic Cable System
AMS provided onshore mitigation monitoring support for the California
State Lands Commission and other responsible federal and state agencies
for the onshore to offshore horizontal directional boring phase
of this five cable fiber optic cable laying project in Manchester
Beach, California.
Tyco Global Network (TGN) Fiber Optic
Cable Project
AMS provided environmental mitigation and permit compliance monitoring
support for responsible federal and state agencies, including the
California Coastal Commission and California State Lands Commission
for the onshore to offshore horizontal directional boring portion
of this two cable fiber optic cable installation project.
